Korean TV drama called Reply aka Answer me from 1997,featuring a scene with two sets of girl (k pop) fan clubs having some kind of dispute, all wearing white or yellow plastic raincoats.Starts around 8 mins in on episode 10 (part 2).

good find. this is the third recent Korean series with plastic rainwear (the others being A Tale of two sisters, and Love Rain)

Korean series with English subs are readily available on youtube, dailymotion, and others.
