we must have had colour tv by 1974 but I beleive not all programmes were broadcast in colour, not 100% on that though

I think colour TV broadcasts started around 1968 but you have to remember it was quite expensive and you needed a Colour License
And while some people are, quite rightly, cost conscious others think that everything should be free

This clip is from Italian Television. Italy did not start full colour broadcasting until 1977, one of the last European countries to do so.
Unless my ears deceive me, the tune for this song sounds suspiciously like that of an old Flanagan and Allen hit from the 1930's - "The Down and Out Blues".
