Sorry but with that headscarf it looks like all these Turkish women around here wearing long coats and headscarf even in hot sunny summer weather which makes everybody "normal" shaking their heads... for rain wearing your hood is the way to go or a hat/souwester if you don't have a hood on your coat. ☝
timeless fashion is the best fashion - classic "rubberized" raincoats are timeless

Back in the 60's & 70's when I started my rainwear journey, headscarves were a common method of protecting yourself - most raincoats did not have hoods, and there were a number of water repellent "rain scarves" available, the best known being from the totes company, but there were others, larger and more resistant - even Hermes produced a rain scarf at one point. One of my early outfits was a nylon two piece rain suit, a proofed cotton trenchcoat, a further nylon trenchcoat, topped with a large PVC smock-style raincoat. The hood on the rain- suit was complemented by about a dozen headscarves - some totes, but mostly waterproofed by myself using some very effective fabric proofing. Together with a pair of Riga heeled rain boots, and a combination of rubber and cotton proofed gloves, it was a highly effective outfit, keeping me completely dry through hours of heavy rain - the heaviest penetration occuring after a downpour of over three hours, which penetrated three of my outer proofed scarves. Over the years I've refined my outfits, to the point where I can confidently stand under some of our local waterfalls in full spate for up to five minutes. I still love the look and feel of headscarves protecting me, and will continue, despite my "hijab" appearance!

Hi Megan, love your story of how you started your rain wearing journey, the way you have added different items to find the best combination of atia to end up with an outfit that keeps you dry. The standing under waterfalls is a great way to enjoy rainwear and get really soaked, i always like the look of soaked rainwear when it is shiny and wet.

The reason both my scarves and raincoat are so completely soaked in this video, is that prior to my visit to the reservoir, I had been standing under one of the heaviest waterfalls I had ever experienced. Only for a minute or so, but long enough for complete saturation. After that, the heavy rainfall was barely noticeable, and I was still dry.

I do have a video - not sure about the quality, and it may need a bit of editing, but I will try and get it up - it certainly fulfils your criteria for seeing me totally soaked!
