Next time it rains and you see a friend or colleague without appropriate rainwear, offer to take them to buy some appropriate attire. You must offer to pay for their rainwear and buy yourself something as well. Your item must be bright and attention seeking eg patterned and you must ask whoever you are with to help you put it on for your journey home, You must also tell them that ‘this will be a nice addition to my collection’.

Go for a walk in your favorite rainwear. Nothing underneath. Walk to a vintage store, and ask if they sell any rainwear. If they do, buy a piece and put it on top of your existing rainwear before leaving the store

I would like to force someone to wear a nice classic women's shiny vinyl double-breasted trench coat in the center of a big city in hot weather. Of course belted sndvfully buttoned. Paired with a nice pair of shiny vinyl skinny jeans. The task would be to make a shopping tour through many stores but also to walk long distances in the hot weather. It should take at least two hours. The longer and the hotter the better. Going into clothes shops and talking to sales assistsnts would be compulsory! Drinking would be allowed but not the use of a toilet. A nice shiny vinyl pee-panty underneath would help prevent the biggest of accidents.
After the tour the person would be forced to cut the outfit from him/herself in little pieces. I would instruct where and how the scissors should be used. Ripping could also be nice.
The commands would have to be followed strictly. Otherwise a cane would meet the shiny bottom.

It would of course be better to do this with a guy because the humiliation is bigger.
