It seems to vary from one country, and even one region to another. In some parts of the Philippines, almost everyone wears rainwear of some kind; other parts, it's almost none

even in the USA and Canada in the 70s rainwear was much more popular on the east coast/midwest than on the west coast. and it had to be cultural, as rainfall in Seattle is as much/more than Boston or Toronto
