I am highly dubious that the girl on the left of the photo in the newspaper article is wearing white oilskin. Oilskin is surely never semi-transparent, as this mac obviously is. It seems to me that it is plastic. I know that these days some types of pvc rainwear / marinewear are mis-identified as oilskin, but I am surprised it was happening as long ago as 1940.
I assume the credit at the end means that this article was syndicated to various local newspapers by the Western Newspaper Union.
