'Black Scorpion' (US superhero comedy TV film from 1995). Joan Severance wears a shiny glassclear vinyl mac with a black trim. There are additional PVC/latex dominatrix scenes throughout the film. :)
Timing: 09'-16" to 16'-32". Best viewing setting: 720 pixels.

You can still find glass clear macs with black trims, I've seen some on auction sites
