It is a Weatherite rubber raincoat. One of my favorites ! Can't find these anymore.

the rubber raincoat with the metal clasps is the classic design. i have one that has the classic hood but the rubber is stiff but does not appear to be cracking. unfortunately i don't know if it can be restored.
