Are these mackintoshes PVC because it looked like rubber to me especially in the second tape?

it is pvc for the blue one it is aJeantex Raincoat. The black one seems rubber or latex

Thank you for that. It was rubber/latex it seems but I cannot tell the difference between rubber and latex.
