Can anyone please tell me where i can buy this great Raincoat?

It was sold by Target in the US last year, but they don't sell them any more and never shipped them out of the US. You see them occasionally on Ebay.
When new from Target they were about $29 and then when reduced went down to $19.
When we went to the States in late summer last year they had already sold out in the stores we went to. A shame as we really wanted one or two.
