Hello RaincoatJon,

From what Mikko ( the owner of rainwear.store ) has told me the number has nothing to do with the actual measurement.
They could have started out at the number 0 for the smallest suit they make and continued counted upward. Mikko proved that to me in some pictures he took and sent me when I bought this yellow suit for my wife.

Why do they place these numbers on the outfits?
I am not sure but the punch line is you have to go by the actural measurements.

You just gave me an idea!
I am thinking of doing a video (I have plenty of time on my hands, I cannot go to the store and buy stuff) on what the measurements really mean.
