Is this Oilskin? To me, it doesn't but I confess I don't know what the material is?

It looked like the waterproof material we knew in the UK as oilskin when I was young. Used principally for workwear,it was a bit stiffer and more grainy than the shiny PVC that was then coming into use for fashion rainwear. An archaeology student I dated at university (who much later moved over to bat for the other side) practically lived in her heavy duty oilskin jacket. I do acknowledge that the term oilskin is used for other waterproof materials elsewhere e.g. in Australia where I have seen it used to described what I would call waxed clothing. To complicate matters further I have had a French enthusiast insist that what I and many others call shiny PVC is in fact "waxed".
