Many thanks to rainwear-experience for the update information on this one. Via regenhoedje's lists it transpires that Kylie did wear a plastic mac (a white semi-transparent one) in 'The Delinquents' (1989). Kylie was not very old then (21) and this was her first ever film role. Here is a link to the film that I have managed to find (over-dubbed into Russian) - mac scene starts at 36'-24":
