Nice find! there are lots more raincoat scenes: first one starts at 5:20.
Red rubber gloves at 37:45 and again at 43:47!
Yellow Raincoat intercut in a chase scene: 50:55 then 52:25 to the end of the scene, and a bunch more, including the ones suggested above,- mostly after the chase scene

You probably all know how to do this, but I just discovered if you use your left or right arrow, the film will go back or advance 5 seconds. I would get near the time on a scene, stop the vid, and sneak up on it with the arrow key

rainwear was just more popular in the 70s and 80s. there are dozens of tv movies from the 70s on youtube. just search youtube for TV movies , 1970s (or 1980s)
